About CUPIA

We Exist for the
Digital Sovereignty of Nations.

The government-designated agency carrying 50 years of Korea Customs Service know-how.
Not just an IT vendor, but a partner that stays with adopting nations until they achieve true technological independence.

Our Mission

We Don't Just Build Systems —
We Build National Capacity.

Around the world, government IT projects often end the same way. Foreign solutions are adopted, annual license fees are paid, and every minor modification requires headquarters approval — a cycle of dependency.

CUPIA was founded to break that cycle. Built on the UNI-PASS system that Korea Customs Service has developed and operated in-house since 1974, we transfer not just the system but the capacity to own, operate, and expand it.

Our success is measured not at the moment of handover, but from the day our client begins running the system independently — with zero external dependency.

Identity

The Overseas Cooperation Agency Designated by Korea Customs Service.

Who We Are

CUPIA is not a profit-driven enterprise. We are a non-profit public foundation executing the diplomatic mission of the Korean government.

01

Legal Standing

A non-profit public foundation established under the Customs Act. Supervised by Korea Customs Service, with public accountability as our highest priority.

02

Living Heritage

UNI-PASS is a system Korea Customs Service has developed and operated in-house for over 50 years. CUPIA is staffed by the very people who built and ran it — delivering living experience, not just manuals.

03

Public Mandate

We execute Korea's diplomatic mission of advancing digital governance in partner nations — not maximizing profit. That's why full IP transfer is possible.
