Overview
UNI-PASS is the integrated electronic customs clearance system that Korea Customs Service has developed and operated in-house since 1974. More than an automation tool, the system embeds over 50 years of accumulated operational know-how and business processes.
Adopting nations receive not just the system but complete transfer of technology, knowledge assets, and IP rights. This enables true technological independence — operating and scaling the system with their own teams, free of vendor dependency.

From a simple statistics tool, through EDI-based automation, web-based integration, to today's mobile and intelligent clearance system.
1st Gen · 1974
Korea Customs Service's first in-house IT system. Began as a customs statistics tool.
2nd Gen · 1994
EDI-based automated clearance launched. Import/export clearance, cargo management, paperless clearance, and investigation modules built sequentially.
3rd Gen · 2004
Transition to web-based UNI-PASS. Integrated internet portal, duty collection, Single Window, and Integrated Risk Management (IRM).
4th Gen · 2016
Mobile-based intelligent clearance system. Big data and AI-driven risk analysis with real-time decision support.
Core Capabilities

24/7 paperless clearance through an integrated portal and Single Window. End-to-end one-stop from trade and clearance application to payment — no agency visits required.
Real-time tracking of cargo location, status, and assigned customs officer via unique identifiers generated from manifest and B/L numbers. Bonded transport is monitored for on-time arrival as well.
Two-track clearance that uses the Advance Passenger Information System (APIS) for entry/exit control while protecting the convenience of normal travelers.
Achieves the dual goals of strict control and trade facilitation through a two-track clearance structure. AEO (Authorized Economic Operator) priority channel included.

Manual customs
Arrival logs kept on paper; vessel manifests delivered hours after the ship docks. Officers reconcile arrivals by hand and backlogs grow with every shipment.
With UNI-PASS
Pre-arrival data ingested via port, aviation and AIS feeds. A unique cargo identifier is generated from the manifest and B/L the moment the carrier lodges its data — visibility starts before the cargo arrives.
Carriers lodge their B/L and cargo list electronically.
Manual customs
Paper bills of lading and faxed manifests. Staff retype shipping-line data into the system; errors are common and resolved only after lengthy back-and-forth with the carrier.
With UNI-PASS
Electronic manifests over EDI / API arrive in WCO Data Model 3.0 format, auto-matched against the bill of lading. Mismatches surface instantly, before declaration.
Traders lodge import / export declarations to every relevant agency in one submission.
Manual customs
Traders visit every regulatory agency with redundant paper forms. Hours wasted in queues; a single missing stamp can stall the whole shipment.
With UNI-PASS
One paperless submission via the 24/7 Trader Portal. The Single Window routes data to all OGAs in parallel; built-in validators catch errors before submission.
The system scores every shipment and routes it to the right channel.
Manual customs
Officers select inspection targets by intuition or rotation. High false-positive rates, weak detection of organised fraud, and discretionary selection creates corruption exposure.

Integrated Risk Management (IRM) scores cargo, trader, and transport patterns in real time using AI and historical big data. Auto-channeling produces objective, reproducible, audit-grade decisions.
Only the shipments that need it receive physical inspection.
Manual customs
Either 100% physical inspection creating port-wide bottlenecks, or random sampling that lets organised smuggling slip through. Findings stay in paper files, never feeding the next decision.

Risk-graded green / yellow / red channels. X-ray and NII imagery integrated; mobile officer apps log findings back into the IRM model — every inspection improves the next.
Duties and taxes settle; the goods are legally cleared.
Manual customs
Trader visits a cashier, then a bank, then returns with stamped receipts. Multi-day delay, lost slips, reconciliation by hand — and revenue leakage along the way.
With UNI-PASS
ePayment over real-time bank linkage. AEO-certified traders get a priority lane via two-track clearance; once payment posts, the system issues an immediate release order.
The goods leave the port — but stay in the system's view.
Manual customs
A physical release slip is presented at the gate. After the truck leaves, the system loses visibility; bonded transport is a known channel for diversion fraud.
With UNI-PASS
Digital release order auto-verified at the gate. Bonded transport is tracked to the inland destination with on-time arrival monitoring — closing the loop from arrival to release.
